Glorioso of Rural Bank of Pagbilao (Quezon), Inc. as the new President of Rural Bankers Association of the Philippines (RBAP) for Fiscal Year 2005-2006.
Gen. Hotchkiss is relatively new to the business of rural banking, with barely six (6) years as President and Chairman of the Board of the 24-yearold Rural Bank of Cantilan. However his dedication for excellence credited his microfinance operations as a model of microfinance institution of the country earning recognition from Citibank and succeeded an EAGLE Awards from the RBAP and the Microenterprise Access to Banking Services (MABS). In addition, he has been closely involved in environment protection. As Board of Trustees of the Philippine Eagle Foundation, he advocates, “Environmental degradation is one of the greatest threats to Philippine national security”. Thus part of Gen. Hotchkiss policy will focus on instilling to rural bankers their social and environmental responsibility as integral of countryside development. RBAP directs its future all the way to 2010 vision, wherein the organization advocates being a recognized for its strong organization, full service and information and communication center for community banking in Asia. In concert to the RBAP 2010, Gen. Hotchkiss presents his governance as gears towards the achievement of RBAP 2010 vision. To aid his noble intention, he calls for unity among rural bank members and likewise, observance of programs as continuity policy. Rural bankers hail his election with full trust and confidence. Gen. Hotchkiss obtained his MA in Education at the University of the Philippines-Diliman. His higher military studies were done abroad, completing a one-year General Staff Course in Madrid, Spain at the Escuela Superior del Aire, and a one-year International Fellow Program at the National Defense University (NDU) in Washington D.C. He is married to Maria Teresa E. Paloma with whom he has four talented children; Karla, Tania, William IV and Steven. RBAP OFFICERS Fiscal Year 2005-2006
