Four (4) Landmark Resolutions Passed during the 47th Charter Anniversary Symposium

Dear Fellow Rural Bankers;

Good day!

The recently concluded 47th Charter Anniversary Symposium was described as a successful endeavor for the Rural Bankers Association of the Philippines due to your participation. Let me take this opportunity to thank all Presidents, Directors and Officers of Federations and Confederations.

To sustain our momentum, I am submitting herewith copies of the four resolutions that were unanimously approved and signed by the RBAP Directors, Confederation and Federation Presidents in the Symposium as follows:

1.RESOLUTION NO. 47-001 : PLEDGE OF RBAP, FEDERATIONS AND MEMBER RURAL BANKS TO DEEPEN COMMITMENT TO THE PRINCIPLES OF GOOD GOVERNANCE AS A RESPONSE TO COMMUNITY DEVELOPMENT.

2.RESOLUTION NO. 47-002: AFFIRMING THE SUPPORT OF THE RURAL BANKERS ASSOCIATION OF THE PHILIPPINES AND VARIOUS FEDERATIONS TO THE 10-POINT AGENDA OF PRESIDENT GLORIA MACAPAGAL-ARROYO SPECIFICALLY ON EMPLOYMENT GENERATION IN THE COUNTRYSIDE THROUGH THE DELIVERY OF RURAL BANKING SERVICES TO MICRO, SMALL, AND MEDIUM ENTERPRISES.

3. RESOLUTION NO. 47-003: PLEDGE OF RBAP, CONFEDERATIONS, FEDERATIONS AND MEMBER RURAL BANKS TO FURTHER DEEPEN COMMITMENT TO COUNTRYSIDE DEVELOPMENT THROUGH
PROPOSED AMENDMENTS TO RA 7353 OTHERWISE KNOWN AS THE RURAL BANKING ACT OF 1992.

4. RESOLUTION NO. 47-004: AFFIRMING THE SUPPORT OF THE RURAL BANKERS ASSOCIATION OF THE PHILIPPINES AND VARIOUS FEDERATIONS TO THE NATIONAL STRATEGY FOR MICROFINANCE, SPECIFICALLY RELATED TO THE ACCESS OF FINANCIAL SERVICES FOR THE MAJORITY OF POOR HOUSEHOLDS AND MICROENTERPRISES WHERE THE PRIVATE SECTOR PLAYS A MAJOR ROLE WHILE THE GOVERNMENT PROVIDES THE ENABLING ENVIRONMENT FOR THE EFFICIENT FUNCTIONING OF MARKETS AND THE PARTICIPATION OF THE PRIVATE SECTOR.

I call on all Federations and Confederations to work together in attaining our common resolve and goal for the industry. Rural banks are regarded as the indispensable partners of the government in economic and countryside development with our formidable and widespread network all over the country servicing the farmers, fisherfolks, and micro and small entrepreneurs.

Let us fulfill that responsibility. Let us show our true observance of good governance in the policies, programs and actions of our respective rural bank management. Move, as we must, with the intention of giving wider banking access to the micro and small clients in the communities that we serve.

With rural banks, excellent banking services need not be expensive. Neither should it be exclusive.

I hope with the four resolutions, RBAP, Federations and Confederations with all the rural bank members will take a united and singular direction as we fulfill our responsibility of community development for nation building!

Our slogan, “Sa Rural Banks, Mga Pamayanan Ay Uunlad, Ang Ating Bansa Ay Uusad”, should be popularized all over the country!
