Subject: Additional Reportorial Requirements on Unsecured Subordinated Debt (USD) in Compliance with the Mandatory Allocation of Funds for Agri-Agra Credit Required under PD No. 717



Attached is the proposed revised main report template of the Quarterly Consolidated Report on the Utilization of Loanable Funds Generated Which Were Set Aside for Agrarian Reform Credit/ Other Agricultural Credit. This revised report is to implement Section 3. Item I (Accounting Treatment) of the Memorandum to All Banks and NBFIs concerned dated 5 August 2004 where the net proceeds actually received from the issuance of Unsecured Subordinated Debt, whether at a discount or premium, shall be considered in the computation of loanable funds for purposes of determining compliance with the mandatory allocation of funds for agri-agra credit required under PD No. 717, amended.

The Supervisory Data Center (SDC) shall transmit the revised template report to all banks that are electronically linked with BSP-SDC. Moreover, SDC shall make available to these banks a soft copy of the revised templates, which can be copied in diskettes at the SDC, 16th Floor, Multi-Storey Building, BSP Complex, Manila.

The foregoing revisions shall be effective for reports as of quarter-ended 31 December 2004.
