Buñag, Deputy Commissioner, Legal and Inspection Group, Bureau of Internal Revenue, dated August 4, 2004, on RBAP’s request for clarification that bills payable in the books of rural banks are not deposit substitutes but book entries representing obligations of rural banks to BSP.
