Security Concerns Against Robbery

SUBJECT: SECURITY CONCERNS AGAINST ROBBERY



Consistent with our association’s objective of providing assistance and support to all member rural banks in combating and preventing bank robberies and hold-ups, I have signed for the RBAP the enclosed Memorandum of Agreement (MOA) with the Philippine National Police (PNP), Bank Security Management Association (BSMA), National Bureau of Investigation (NBI), Bankers Association of the Philippines (BAP) and the Bangko Sentral ng Pilipinas (BSP). A copy is attached for your information.

We are also keeping closely coordinated with PSSUPT. EDGAR C. GATUMBATO (Ret.), head of the Security, Investigation and Transport Department (SITD) of BSP, pertaining to security matters affecting the operations of the rural banks and to comply with BSP Circular 566 dated April 27, 1977 and Memorandum Circular No. 91 dated October 4, 1995.

Finally, at RBAP’s request, we have concluded an agreement with the Bangko Sentral ng Pilipinas Institute (BSPI) to incorporate a security training module in the current Basic Rural Banking Course (BRBC) program being undertaken at BSP and in RBAP-led BRBC co-hosted by federations and confederations, beginning with the BRBC seminar to be held in Davao City from September 27 to October 08, 2004.

Kindly furnish your federation’s member-banks copies of the attached MOA.
