TO: All Banks

To facilitate the electronic transmission of the new data requirements in the Report on Compliance with Mandatory Credit Allocation Required under R. A. 6977, as amended by R. A. 8289 and the Consolidated Report on the Utilization of Loanable Funds Generated Which Were Set Aside for Agrarian Reform Credit/Other Agricultural Credit, please comply with the following:

1) incorporate the additional schedule on loans granted to Barangay Micro Business Enterprises (BMBEs), as required under Circular No. 374 dated March 11, 2003 (Schedule 3 for SME report and Schedule G for Agri-Agra report) (Annexes A and A-1);

2) include zero coupon bond issue of HGC as referred to under Circular No. 356 dated October 9, 2002 (Annex B), and trade related loan accounts (in Schedule D) under Circular Letter dated November 28, 2002, which are qualified as alternative compliance with P. D. 717 (Annex B-1); and

3) add another field for record #75 in Schedule 1A of the Report on Compliance with Mandatory Credit Allocation Required under R. A. 6977, as amended by R. A. 8289, in order to capture the additional information on the amount of microfinance loans outstanding disclosed as a footnote to loans to small enterprises, as required under Circular Letter to All Thrift Banks and Rural/Cooperative Banks dated October 2, 2002 (Annex C).

The covering templates as revised will be transmitted by the Supervisory Reports and Studies Office to banks electronically linked with BSP, or may be copied in diskettes at SRSO, 16th Floor, Multi-Storey Bldg., BSP Complex, Manila. The foregoing revisions shall be effective for reports as of March 31, 2003 for commercial banks and as of June 30, 2003 for thrift banks and rural banks.
