TO: All Thrift Banks, Rural Banks and Government Financial Institutions

The Monetary Board, in its Resolution No. 220 dated 12 February 2003, approved the Twelve-point Accreditation Guidelines for Rural and Thrift Banks (Annex A), and the Lending Features of Short and Long Term Loans for Direct or Retail Lending by participating government financial institutions under the SME Unified Lending Opportunities for National Growth (SULONG) (Annexes B and C), without prejudice to the refinements as may be suggested by DTI and the Department of Finance.
